While Biden has been avoiding real journalists he's been talking to rappers like Cardi B.
He told her:
"If I get elected president, anybody with a family [that makes] less than 125 grand, you’re going to get free education," he said. "And everybody gets free community college."
So the 60% of Americans who don't go to college--plumbers, carpenters, electricians, union workers, etc--will be taxed under Biden to pay for rich folk to get degrees in gender studies.
Joe's for that because he wants to use your tax dollars to bribe people to vote for him and because he wants to do a solid for colleges that serve as indoctrination centers for leftist ideology. Inefficient poorly run colleges will see huge infusions of your cash; it's Biden's way of paying them off for supporting the left.
Joe's a radical who only cares about power and who thinks he should rule over you not represent you.

Nearly 70% of high school graduates attend college immediately after high school (and more still attend later). And only 55% of college students are white (and projected to decline).

Yes, but we're talking about the fraction of people going to college not the fraction of the population overall. All the boomers who didn't get a degree are irrelevant to the discussion since we're talking about policies for people attending in the future. Degrees are more important now. You might be surprised to learn there are 1 to 2-year post-secondary schools for plumbers or electricians or barbers.

You'll further note that at 2-year colleges non-whites are already the majority.
And that obviously the program isn't for "rich folk" since it caps the benefit at 125k family income which is middle class (around 75th percentile with wide regional variation and depends on number of family members).

Post secondary school vocational training isn't considered to be college and isn't covered by Biden's plan as far as I know.
Your source says that 56% of students in public colleges are white and 64% of students at private colleges are white. It doesn't say what percentage of students enrolled in 4 year colleges are white.
Few people consider community college to be college and community colleges are already dirt cheap.

Note the data is from 2016 so it's likely tilted even further against Whites now.
No matter how you slice it this population isn't close to being exclusively white. And rejecting 2-year colleges as "dirt cheap" reveals how out of touch you are with both the cost of education and the state of the poor. Maybe look up how much a 2-year college costs.
