Why is FoxNews putting terrorist into scare quotes?

In Israel a terrorist drove his car into a group of Israeli soldiers.

The FoxNews headline was this:

In the article the author, Greg Norman, wrote:

Israel’s military says it is on the hunt for the Palestinian “terrorist” who rammed his car into a dozen soldiers in Jerusalem on Thursday, triggering a new spike of violence in the region.

Perhaps Norman was thinking that because the target consisted of soldiers this wasn't an act of terrorism.

The problem with that is that under the Geneva accords Israel has every right to shoot the Palestinian driver for his actions.

Combatants who dress like civilians can be executed.

The reason for that is to protect civilians.

If soldiers could dress like civilians with impunity then other soldiers who would have every reason to think that any civilian could in fact be an imminent threat would probably kill many innocent real civilians because they mistakenly thought they were soldiers.

Hence even though the target in this case was military the means used were not compatible with the international rules of war and therefore the attack was a terrorist one.

It would be interesting to see if a similar thing occurred in the US if FoxNews would put terrorist in scare quotes.
