Dishonest Colonel Vindman declares that elections don't matter

The answer to Brit's question is obviously that it's the President who makes US foreign policy, with support from Congress.

Hence Vindman saying that when Trump didn't do what Vindman wanted was Trump going against US foreign policy Vindman was declaring that the 2016 election didn't matter vis a vis foreign policy; all that matters is what Deep Staters like Vindman wanted US foreign policy to be.

Clearly despite his service to his country in the US military Vindman doesn't understand how America works.  If the US elects a president whose bothered that Ukraine interfered in the 2016 election in favor of Hillary Clinton and if a US president is concerned about corruption involving a previous Vice President that president is authorized by we the people to address those concerns no matter what unelected bureaucrats like Vindman think.

Like all the other "witnesses" in the Democrats witch-hunt Vindman isn't citing any actually illegal actions by Trump. Rather he's declaring that elections don't matter; that foreign policy is controlled by the Deep State not by the duly elected President.

That's why Democrats are holding the hearings in secret and will continue to do so as long as, in the words of Nancy Pelosi, keeping Americans out of the loop is "productive", ie helps keep Trump from being reelected in 2020.

Clearly we can't trust a word that Vindman says because if he's willing to reject the basic premises of American government, that power flows from the people, we can't trust that he won't lie to ensure that his foreign policy is enacted.
