He has every reason to believe that the dishonest propagandists at the NYT, WaPo, CNN etc will do everything they can to spread his lie.
After all when Obama repeatedly lied to we the people about our being able to keep our doctors under Obamacare the #FakeNews media provided cover. Obama also lied when he told people that if they liked their healthcare plan they could keep it.
Now it's vaguely possible that Obama actually believed that Obamacare would save people money but odds are that was a lie too.
Here's a short list of just some of the scandals that we know occurred during the Biden vice presidency:
Fast and Furious
IRS targeting conservative groups--they admitted to that one
Horrible medical care at the VA with lots of coverups
Hillary illegally using a private email server
Obama knew in early 2016 that the Russians were targeting the election and did nothing
But of course the biggest scandal of the Obama years is just now coming to light; the weaponization of the US intelligence community to spy on the Trump campaign.
Biden saying that there were no scandals is just like the Democrat mayor of Chicago saying that there is no corruption; a Democrat lying through his teeth in order to get more power.
