The requirement would be that if the boy was "willing" then the rapist may not have to register.
This is supposedly to correct an inequity, if a 24 year old man has sex with a 14 year old girl he may not have to register either.
Of course sane people would say that the way to fix that "inequity" is to change the law that provides cover for child molesters who are heterosexual not to extend the same protection to gays.
Democrats pass these sorts of bills by talking about an 18 year old man having sex with a 17 year old boy. This is the sort of big lie that Democrats use. While the law would act in the case of an 18 year old and a 17 year old it will also, and this is what the Democrats never mention, come into play when a 24 year old man rapes a 14 year old boy.
The whole concept undermines the idea that children are incapable of willingly agreeing to sex since they aren't mature or knowledgable enough. Also adults have power and the means to entice children that makes any consent by the kid dubious at best.
It'll be interesting to see what the Democrats say if the case involved a young priest having sex with boy who was "willing".
This isn't the first foray into insanity by California Democrats. They've previously passed a law that downgraded lying to a sex partner about one's HIV status to a misdemeanor. That's right if a man lies to a sex partner about having AIDS it's now on par with jaywalking.
It's not surprising to see that gays are interested in getting access to children. While most gays aren't child molesters gays are much more likely to molest kids than heterosexuals.
If you doubt that here are a few facts:
- For years a group that advocated sex with "willing" 3 year olds marched in the SF and L A gay pride parades
- 81% of the priests who molested kids were gays who molested teenage boys
Irrespective of one's sexual orientation a good person would say that at the very least the 10 year gap is far too big. Perhaps a 1 or two year gap for kids 16 and older might make some sense but even then it should tend to be the exception because the power associated with people is going up rapidly with even minor age difference at that age; a high school freshman vs a high school senior for example.
In any case this shows what Joe Biden is talking about when he says there's a battle for the soul of America. Democrats want to go easy on child molesters and Republicans don't.
