There’s no place for violence, no place for looting or destroying property or burning churches or destroying businesses, many of them built by the very people of color who are [for] the first time in their lives are beginning to realize their dreams and build wealth for their families. Nor is it acceptable for our police, sworn to protect and serve all people, to escalate tension, resort to excessive violence. We need to distinguish between legitimate, peaceful protests and opportunistic violent destruction.
It's unclear where the police have been overreacting to the violence. In Democrat run cities the police have been ordered to let the rioters and looters go their merry way in most cases.
While Biden's words per se aren't stupid one has to wonder when there has been no police escalation why Biden felt a need to mention it rather than commend the police for their restraint.

Biden clearly doesn't believe that rioting and looting is something that requires a forceful response by police.
Like most Democrats his position seems to be that if we talk nicely to the rioters they will stop their evil ways but as people who live in the real world know the only way to stop violent riots is by force or the threat of force.
