For example if someone were to take a classified document home, a very major no no, in order to work on it and then accidentally left the document on the subway they are guilty of a crime even though they had no intent to damage national security.
The need for this is obvious. If people who carelessly lost highly classified data and thereby seriously damaged national security could get by with it with no punishment then the odds of people being lax in their following of security protocols would increase dramatically.
It's a fact verified by the FBI that Hillary Clinton illegally used a private email server for classified emails. That's illegal both because it violates the laws concerning the preservation of all documents generated by the government--necessary to ensure transparency--and because it's never permissible to place classified information on unclassified and unprotected computers.
Yet Hillary walked because Comey lied about what the law said and declared that since Hillary didn't intend to help our enemies and undermine our security what she did was ok.
The corruption at the FBI that allowed that turns out to be more extensive than we originally thought.
New evidence indicates that Peter Strzok, the Trump hating FBI agent who was a key player in the Russian collusion hoax and the Clinton email investigation, showed no interest when told that the Chinese government had hacked Hillary's email server and copied all her emails, including the classified ones, to another server.
Clearly if Strozk was interested in doing his job rather than protecting Hillary the fact that her actions had resulted in the Chinese accessing highly classified information would be very interesting because it made it clear that she had in fact been grossly negligent in her handling of classified data.
In a similar manner members of the Intelligence Community Inspector Generals office described desperate attempts by people in the State Department to avoid properly classifying the material found on Hillary's illegal server. They revealed that information deemed significant by both the CIA and the National Geospatial Intelligence agency were found in those emails.
We all know if anyone in the Trump administration, or the Bush administration, had done something similar the #FakeNews media would be screaming non-stop. For example when a conservative was accused of revealing that Valarie Plame was a CIA agent the media went ballistic though they grew silent when it was finally revealed that the source that outed the effectively retired from foreign service Plame was a left wing government employee.
Clearly the #FakeNews media is colluding with the Democrats to hid Hillary's crimes. What's hard to understand is why it's taking the Trump administration so long to bring out the truth.
Of course one factor is that due to the insane civil service laws it's nigh on to impossible for Trump to fire government employee's no matter how dishonest they are.
