Essentially Nadler was trying to keep Barr away by dissing him, and ignoring the fact that Congress and the Administration are co-equal branches of government, so that the Democrats, who have no real arguments to stand on, could smear Barr.
But what's interesting is that if we look at what Nadler has said and done he's actually condemning the Senate Democrats who shouted at Barr yesterday and the Democrats on his own committee.
Nadler has said that Barr is afraid of testifying to Congress the day after Barr spent hours testifying to the Senate. Clearly either Nadler is lying or he feels that the Democrats on the Senate committee, like Kamala Harris and Mazie Hirono, are incompetent and couldn't ask Barr tough questions.
Similarly by demanding that staff not Congressmen question Barr Nadler is certainly implying that the Democrats on his committee are incapable of asking intelligent questions.
The reality is simple; the Democrats are frantically trying to pretend that the Mueller report doesn't say what it does, that in fact Trump did do something, anything, criminal. But there's no basis for that so they have to lie to pretend there is.
Remember the major argument the Democrats are raising about Barr is that his summary of the Mueller report wasn't accurate. But given that Barr has released the entire report that's like complaining about a movie trailer after the movie has come out as some Internet pundit pointed out.
