Remember Mueller's job was to decide if people should be indicted or not. Given that in America people are innocent until proven guilty means that the fact that Mueller didn't indict Trump, and didn't say he wasn't indicting him because Trump is president while saying he wasn't indicting because he couldn't see sufficient evidence, means that Mueller couldn't make a case for obstruction.
If Trump were say a drug dealer, murderer, or child rapist Wasserman Schultz would be aghast that despite not being able to make a case the prosecutor had gone public trying to smear him. But since it's Trump and Wasserman Schultz's one objective in life is getting more power to control every detail of we the people's lives she's quite happy with pretending that Mueller was doing the right thing.
She goes further by declaring that there is no reason for Trump to obstruct if he's innocent so hence he must be guilty of collusion.
So now Waserman Schultz is saying that Mueller is incompetent and/or a liar since his report clearly and unambiguously says that there was no collusion by anyone.
It apparently never crosses her mind that the things she cites as obstruction are precisely what an innocent person would do to end a witch hunt against him.
