The first thing to note is that the AG works for the President and hence it's completely legal for the President to suggest that the AG investigate this or that.
Next note that contrary to Harris's claim Barr said that no one in the White House has asked him to open an investigation.
“I’m trying to grapple with the word ‘suggest.’ I mean, there have been discussions of, of matters out there that, uh—they have not asked me to open an investigation,”
What Barr is clearly saying is that in his conversations with people in the White House issues related to his job have come up. Are we supposed to believe that Obama never talked to Eric Holder, his AG and "wingman", about issues including things that should be investigated?
Only a dishonest Democrat like Harris could think that, as a hypothetical example, Trump mentioning that perhaps there is a need to investigate Comey for illegally leaking--a fact that Comey has publicly admitted to--is somehow illegal or immoral.
Given that we know that under Obama the IRS targeted Republicans, something that didn't apparently bother Harris, it seems odd that she should be upset about Trump discussing things like illegal investigations by the FBI/DOJ with Barr.

This is just one more aspect of the Democrats war on Barr. They hate Barr because unlike the previous AGs he's willing to apply the law to Democrats as well as Republicans--to be fair Sessions would have done so but his recusal impeded him doing so.
Essentially the Democrats are trying to get Barr out of the way so that some Deep State person like Rosenstein can keep them safe.
