That's incorrect for a number of reasons including the fact that the President, not Congress, has Constitutional authority over all foreign policy other than treaties and declaring war.
Second while the GAO acted as though this was a big deal it turns out that past Presidents had done the same thing.
Third it turns out that delaying aid is very common and the GAO has not previously made a big deal about it.
But the Wall Street Journal points out act under the relevant law, section 686, the GAO is to report to Congress any delay quickly so that Congress can act.
By waiting until 4 months into the next fiscal year the GAO didn't do what it was supposed to do.
Why?
Two options come to mind. First the Deep State actors at the GAO knew about the issue but didn't do what they were supposed to do planning to use the information to help get rid of Trump by releasing it at the most politically opportune time; which is what they did.
Second they may have not thought of the delay as a problem because delays have never been considered a problem in the past. Remember Congress allocates the money but it doesn't say that the money has to be delivered by any specific date within the fiscal year so the President is only constrained, if he's constrained at all, to deliver the money before the fiscal year ends.
But seeing the impeachment lie falling apart the desperate Deep Staters in the GAO realized that if they made up a scarily worded charge they could help the Democrats abrogate the Constitution by impeaching Trump.
Either way it shows that the GAO is not to be trusted.
