She was referring to the $5 million that the state of New York was providing to improve animal shelters.
Hochul is saying that the nearly 1 million unborn babies who are killed each year are less vulnerable than stray cats. One has to be truly evil to say something like that.
But even if we ignore the pro-life aspect why is New York spending millions on stray animals when there are plenty of poor and even homeless people in New York? Every time the left dislikes a weapon system it says that this or that military system is evil because the money for it could be used to help the poor.
So the reality is that not only is Hochul saying that the unborn are less vulnerable than stray animals she's saying that the poor are less vulnerable than stray animals.
Finally who in their right mind includes animals as members of society? Society is made up of people who can think not animals that can't.
