I don't doubt that much of what Vigano says is true.
However a quote that isn't getting much play is this one which Vigano attributes to Pope Francis:
“Yes, the Bishops in the United States must not be ideologized, they must not be right-wing like the Archbishop of Philadelphia, (the Pope did not give me the name of the Archbishop) they must be shepherds; and they must not be left-wing — and he added, raising both arms — and when I say left-wing I mean homosexual.”
Which is a very clear statement by the Pope which goes against Vigano's claims, many of which are based on speculation or Vigano's ability to know what people are thinking based on their facial expressions.
A further thing to keep in mind is that the accusations against McCarrick for molesting boys, as opposed to sexually harassing adults, are more recent than Vigano's interactions with the Pope; if Francis was defending McCarrick it wasn't for molesting children.
It's quite possible that the Pope just has poor judgement and thought that McCarrick wasn't as guilty as some claimed or that the Pope thought that old age had cured McCarrick. The only answer is not that the Pope knew about what McCarrick did and endorsed it.
The Pope's unwillingness to comment on Vigano's claims is very troubling however. The faithful deserve the truth.
In any case the Church needs to find out who kept advancing McCarrick even though it was known he'd sexually harassed seminarians.
