When those emails were requested as part of a Freedom of Information case much of their contents was redacted because they contained information which should not be public; ranging from techniques and procedures for law enforcement investigations to private data.
Which means that while Comey may not have put classified information out where the Chinese could, and did, get it he did put information that American citizens aren't allowed to see out where hackers could easily access it.
Using a non-governmental email system is very bad because it makes it much more difficult to trace what the government is up to. Basically anyone who uses a private system instead of the government one is creating the appearance, if not the reality, of trying to avoid governmental transparency.
There are 1200 pages of email that were found by the DOJ. Imagine for a moment that even one of those emails went to a Hillary Clinton fan; say Strozk the FBI agent who was a rabid Hillary fan and who was a high level FBI official.
If someone told Hillary that they had the goods on Comey for breaking the law and using a non-government email server for government business she could have made it clear to him that if he didn't let her similar misuse go he'd go down with her.
That would explain why Comey, who conservatives unanimously praised as an honest guy, would let Hillary off the hook.
But even if Hillary didn't know and didn't blackmail Comey his own fear of the consequences if his actions came out after Hillary was indicted could have deterred him from doing the right thing.
The bottom line is that Comey's exoneration of Hillary is now even more clearly a case of the Deep State protecting their own.
