Democrat Dictionary: Recount

To Democrats a recount is an opportunity to generate new votes either by counting votes that aren't valid or by manufacturing fake ballots.

Destroying or rejecting ballots that aren't for Democrats is also a key part of any recount.

This makes sense when you realize that Democrats think that the voters are fools who need to be ruled over by their betters; i.e. Democrats.  Hence any amount of illegality is fine if it serves the greater good of ensuring that Democrats will be able to control every aspect of our lives including whether or not we can use straws or how much soda we can drink.
