Why mailing out ballots to everyone will result in massive voter fraud

Here's a picture from New Jersey showing ballots left in the open for anyone to grab at a senior citizen building.

In the red circle you can see political mail and the ballots left in piles.  Anyone walking through the lobby could get all the ballots and fill them out anyway they wanted to.
