California Democrats are apparently racist: Blacks not getting a decent education edition

Turns out CA Dems are racists. They say that any racial disparities have to be due to racism and Black kids are twice as likely as white kids to not achieve proficiency in reading and math in CA public schools. So by their reasoning they're racists
